Second chapter: European Union regulations
In this chapter, we talk about Bluetooth related regulation in Europe that you must know as an importer from China and seller in the EU market.
There are regulations for Bluetooth speakers and wireless audio products in European Unions that devices should comply with such as RoHs, Radio Equipment Directive, REACH, EN Standards, DoC, CE marking, and others.

RoHS (Restriction of Hazardous substances directive)
It is a regulation that restricts manufacturers to use some hazardous substances in manufacturing electronic products including Bluetooth speakers. Some of restricted substances are as follow:
- Cadmium (Cd)
- Lead (Pb)
- Mercury (Hg)
- Bis(2-Ethylhexyl) phthalate (DEHP)
- Hexavalent chromium (Cr6+)
- Polybrominated biphenyls (PBB)
- Polybrominated diphenyl ether (PBDE)
- Butyl benzyl phthalate (BBP)
- Dibutyl phthalate (DBP)
- Diisobutyl phthalate (DIBP)
Items that can have those substances are batteries, metal coatings, and solder. Your product shouldn’t contain more than the allowed amount by law. For example, in a Bluetooth speaker, the level of Cadmium (Cd) shouldn’t be more than 100 ppm or 0.01%.
RoHS Components
This rule applies to all electronic parts of a product. Since the level RoHS must be very low it can’t be used by the manufacturer except in the assembling or manufacturing process. So you should inform your supplier about this regulation and that the products must comply with this law before ordering large quantities.
RoHS Lab Testing
You have two options for testing RoHS Lab Testing. You can ask you a supplier to do it for you, or you can do it by third-party lab testing for Bluetooth speakers. The cost of RoHS is per-component and it starts at $10.
There are different methods to test whether your products contain RoHS or not. Some of those tests are as follow:

CE Mark
CE mark is a mark that must be labeled in the products subject to RoHS regulation. The mark shouldn’t be detachable and it should be visible on the product and its packaging.
RoHS Symbol
There is no obligation to label RoHS Symbol on a product and that’s why you shouldn’t be obliged to have RoHS mark on your Bluetooth speakers product when you want to sell them in the European Union market.
Though there are manufacturers who put RoHS symbol on the products to indicate that the product components comply with RoHS regulation.
On the other hand, some manufacturers don’t know that you are importing to European Union and the product components must comply with RoHS regulation, so it’s better to inform your supplier from the beginning and before mass production. To be on the safe side you should inform your supplier that the products going to be tested.
Radio Equipment Directive (RED)
The radio equipment directive is related to radio-electric equipment which includes products like Bluetooth speakers selling on the European Union market. This regulation has been put in place to ensure essential safety requirements and electromagnetic compatibility. For this reason, if you want to sell your Bluetooth speakers in the EU market they should comply with RED regulations.

RED testing costs
The cost of the RED test is different depending on the type of Bluetooth speaker. It starts from hundreds and can rise up to thousands of dollars depending on the Bluetooth speaker device complexity.
It’s preferred to do RED lab testing before ordering mass production and importing to the EU market. Remember that suppliers lab test is not valuable if it’s not backed by the verifiable test report.
CE Mark
It’s obligatory to have a CE mark labeled on your Bluetooth speaker product and it’s the packaging. This mark indicates that the product complies with essential safety requirements.
As an importer, you also need to create a CE label file whether with .ai or eps format, and forward it to the supplier for the manufacturing process. The file contains the following information.
- Dimensions
- Position
- Color
- Print type
We recommend you to have CE mark in the packaging and user manual file.
Traceability code
A traceability code is must be attached to the Bluetooth speaker device and its packaging. It should include the information below:
- Indication of Name and Address of Manufacturer

CE documentation
When you want to import Bluetooth speakers to the EU having only the CE marking is not enough. Declaration of Conformity (DoC), User manual, and Technical file are also needed to ensure the compliance of your Bluetooth speaker device. Declaration of conformity or DoC contains the information below:
- Produce identification/SKU (e.g. Bluetooth speakers model A)
- Product features
- Name and address of the manufacturer/importer
- List of applicable EN standards or directives
- Responsible individual
DoC is required when you want to import and sell in the EU market. You will be asked to provide DoC to ensure your product compliance by different parties like the government, retailers, and consumers.
User Manual
Bluetooth speakers are required to have a user manual. It includes the following information.
- Installation guide
- An outline of product parts mentioned with their names
- Safe using instructions
- Recharging and /or refilling instructions
- Instruction on how to do environment-friendly recycling
You can also put your product compliance in the user manual if it wasn’t possible to do it on the product itself.
Technical file
In fact, the technical file is the information regarding how the product was assembled and through this file, one can see if the product was manufactured according to CE requirements. The technical file contains information related to the product such as the product’s design, specifications, material, label, and packaging.
You can make a technical file with the following information about your product.
- Bill of materials (e.g. List of Bluetooth speaker’s material)
- Design specification
- Label files
- Packaging files
- List of applicable standards and directives (e.g. RoHS, RED)
- Test reports
- QC reports
- Risk assessment
Test report
The technical file should also have a test report. And the test is required to comply with the CE as it is indicated in the DoC.
WEEE Symbol
Bluetooth speakers concerned with the WEEE regulations to express its environmental impacts as it’s an electric or electrical device. WEEE symbol means that the labeled product with this symbol can’t be discarded as unsorted waste but must be discarded separately to a specific collection for recovery and recycling. This symbol must appear on all electrical and electronic devices and their packaging sold in the EU market.
WEEE label file
Create WEEE symbol label file preferred to be in .ai or eps format and then send it to your supplier. It should be done before starting mass production. It is recommended to include WEEE symbol in the packaging and user manual file too.
Reach
The reach regulation is concerned with the use of chemical substances in the products and their impact on humans and the environment. According to this regulation, there should be a limit on the use of specific hazardous substances in manufacturing products that are sold in the EU market.
This regulation is not limited only to electronic and electrical products but it includes all products sold in the EU market. In the following, you can see some restricted substances under REACH regulations.

Substances of Very High Concern (SVHC)
The candidate list of SVHC is the list of substances that are subject to restriction under the REACH regulation. This list can be updated very irregularly by the European Chemical Agency (ECHA) and it might be difficult to keep track of those updates.
I recommend that you contact testing laboratories to get information about the new updates in the candidate list of substances of very high concern(SVUHC).
Lab testing
You can verify the level of restricted substances in your Bluetooth speakers by testing in third-party labs. There are established testing companies like SGS, TUV, QIMA that can help you in testing your products for compliance with REACH regulations.
This compliance is in an early stage so you should tell your supplier about compliance with REACH regulations.
Note: You should inform your supplier before starting the mass production.

Costs
The cost of REACH testing is different depending on the product type and color. Usually, it begins at $200 per material and it can rise depending on the product type and colors.
As we mentioned about RoHS compliance, you should inform your supplier about the requirement of compliance with REACH regulation and don’t assume your supplier already knows. You should also send samples of products to third-party labs to ensure their compliance with REACH regulation.
Directive 94/62/EC: Packaging Regulations
Besides the regulations on the substances that make a product, there are also regulations about packaging when you import and sell in the EU market. Here you can find brief packaging directives in the European Union.
Heavy metals restrictions
Heavy metal usage restrictions in the packaging regulations are set by Directive 94/62/EC. There are certain hazardous metals such as Lead, Cadmium, and Mercury that you should avoid using an excessive amount of them in your packaging.
To verify your packaging agrees with the heavy metals restriction put into place by the EU you can go to test labs to ask for help. Besides the packaging regulations Directive, 94/62/EC includes other regulations and the test you do in the third party labs verifies them too. You can see in the following the list of labs for the packaging test.

Chapter3: Bluetooth speaker’s regulations in the US
In the first chapter, we talked about the most important Bluetooth speaker wholesalers in China. The second chapter was devoted to the regulations in the EU market for Bluetooth speakers. Last but not least the third chapter is dedicated to the regulations on Bluetooth speakers in the US.
We will have a brief overview of the regulations related to Bluetooth speakers in the US market. When talking about those regulations in the US we mean FCC part 15 regulations, UL standards, CA Prop 65, and more.
FCC Part 15
FCC Part 15 test is a regulatory test that concerns any product that transmits in the 2.4GHz band. So most electronic products including Bluetooth speakers are subject to this test and have to pass FCC certification.
Intentional Radiators
Any electrical device with Bluetooth features is intentional radiator and will be regulated by the FCC. So it’s a must to be sure that your Bluetooth speaker complies with FCC regulations.
Unintentional Radiators
Products that are not considered Intentional Radiators are also will be regulated by FCC Part 15 directives.
FCC Testing
If you want to import and sell Bluetooth speakers in the US, your products should be tested and certified for FCC Part 15 compliance. You can either ask your supplier for test reports or you have to go to a third party test company to do it for you.
It is also possible to ask for free quotations from recognized testing companies like CMA testing, SGS, and QIMA. Remember that only recognized testing companies’ reports are valid and if you do it in an uncertified testing company the test will be invalid.
FCC Supplier Declaration of Conformity (SDoC)
Since 2017 FCC DoC and FCC verification are merged into FCC SDoC. If you are importing and selling Bluetooth speakers in the United States you have to provide SDoC. You need SDoC when you do marketing or when you import them to the US and it should contain the information below:
- Company information and contacts
- Identification of product
- Applicable standard (e.g. FCC Part 15)
- Representative name and signature

Reminder: all relevant test reports to SDoC must be attached to support the compliance of your product with SDoC.
FCC Mark
After FCC DoC and FCC Verifications merged, now it’s optional to put FCC mark for lots of electronic products put in to sell in the United States.
US electrical product Safety Standards
Bluetooth speaker's safety standards are not under PCC Part 15. Instead, you can find electric safety standards for Bluetooth speakers in Underwater Laboratories (UL) and Intertek (ELT).
The good news, electrical safety standards are not obligatory for importers or manufacturers in the United States. However, you will be reliable for any damage or injury caused by your product or its components.
For this reason, if you want to be on the safe side ensure that your product complies with safety standards before importing or selling in the United States.
UL Standards
As we mentioned earlier the product safety standards are set by Underwriter Laboratories (UL) for different products and their tests. Bluetooth speaker’s safety requirement standards are as follow:
- UL 1642 – Standard for Lithium Batteries
- UL 60950-1 – Information Technology Equipment – Safety – Part 1: General Requirements
- UL 62133 – Safety Requirements for Portable Sealed Secondary Cells
- UL 2054 – Standard for Household and Commercial Batteries
- UL 1492 – Audio-Video Products and Accessories

UL Certification
This certificate indicates that the supplier products comply with product safety standards.
UL Recognition
This recognition is related to products like the power supply. This means the product comply with product safety requirements.
Bluetooth speakers by default don’t comply with UL standards and safety requirements. This is true about the speaker itself, and other parts like chargers and batteries.
Country of Origin
Bluetooth speakers have to be labeled with their country of origin mark if you want to sell them in the US market. The label needs to be apparent on the product and its packaging.
For examples:

- Made in the United States
Label file
Bluetooth speaker devices don’t have the country of origin label there for you should create the label file in .ai or .ps format and send it to your manufacturer to attach to your product. Again you need to provide a label before starting production.
Product Packaging
As we mentioned in the EU chapter US has also packaging standard requirements. For example, there is a limited amount of heavy metal that you can use in the packaging. There are companies SGS, QIMA, and Bureau Vertias that can provide you packaging testing compliance for products that are put in sold in the US market. If you couldn’t have space on the device to label FCC mark, UL mark, and the country of origin you print them on the packaging.
